B&S Carb question

my small push mower is giving me problems this season. Drop the bowl and found a welch plug loose inside. First time I ever open this carb. It is on a quantum 5 hp motor. I did not have time to remove the carb nor enough room to see if the plug goes into the bottom. Does anyone know if it feel from the bottom? Left from the factory? The motor is hard to start and when it does start it sounds like it is running out of gas.

Found pics of my carb on another site and it appears there are two plugs on the bottom. So looks like I will pull the carb off the motor and reinstall the plug
