I've looked at VOAs for both CI-4+ & CJ-4 formulations here and on TDIClub; what I've found on average, is this:
CI-4+ RTS: Zn 1403 / P 1249
CJ-4 RTS: Zn 1365 / P 1215

Looks about the same to me - those are easily within 10%.

Is there something else in there which constitutes "the good stuff" that I'm missing? Please enlighten me.

If you're looking for an xW-30W oil, M1 10w30HM is a close analogue of GC. It's a bit thicker at 40c, but that won't matter one whit in So.Cal. HTHS visc. is identical at 3.6.

M1 0W-40 is fractionally thicker (HTHS 3.7) than either, but it will probably shear more as it ages.

10W-40HM is thicker (HTHS 4.06) than any of the above, and may be closer to the spirit of the car's 5W-40 recommendation.

Wally World sells 5 qt, containers of M1 for $22, and they carry the two HM oils at most stores. (XOM refuses to sell 0W40 in the 5L containers.) Unfortunately, M1's $10 'Ike' rebate program has ended, but $4.40 a qt. is still a solid improvement over the $8 GC you were using. Keep an eye out for upcoming Autozone 'Oil change specials,' you may be able to find GC at a similar price.

Well, the manual says use 5w-40 or 5w30 if you can't find 40.
I didn't bother with the VW specs because I'm out of warranty.

and for the Fram filter, I checked out the Purolator and compared to the Fram. Looked similar and I hear Fram doesn't actually make cartridge filters, I forget who does.

I've had Lubromoly 5w30 before the M1 5w30 and it ran pretty well.

They should look similar. The manufacture of the Fram is farmed out to Mann+Hummel, while Purolator is jointly owned by Mann+Hummel and Bosch. Hmm, similar? I'd say more like identical...
