That really is classic OCD. The guy means well, and his intentions and acts are a welcome relief from all the jerks out there, but he's being way too invasive. Asking is one thing, but checking a private vehicle w/o permission (much less adding oil) is far outside the realm of respectable action.
Checking up on a company car is OK in my book, although I suspect that most large firms would disagree. ("We don't pay you to do that, return to your cubicle immediately!")
That said, he and the the Castrol Dipstick dude would make an AWESOME pair. The people responsible for these horror stories (and their long suffering vehicles) would benefit greatly from a firm smack on the rear!
