Cleaning is not the purpose of silicates in antifreeze. OAT takes a while to build up a layer of protection on the inside of the cooling system. If there is some cavitation going on, it knocks the OAT layer off and it needs to build up again. Silicate builds up the protective layer much quicker and provides some level of protection until the OAT can do its job. Phosphate is even quicker and seems to be preferred by most Japanese automakers. European automakers don't like phosphate because they generally have hard water and phosphates don't agree with hard water. Silicates in large quantities create their own problems.
