We had this discussion a while back.
It was never resolved to my satisfaction. As far as I can tell, the only requirement for a mono grade oil is that it only meets a single grade classification on the SAE J300 chart.
It may be typically that mono grade oils don't use VII's, but I don't see that as an absolute requirement. Do you have any relevant references you could post?

My take here is that they want a low SAPS oil for railway use (emission requirements), which means using GII base oils. One could take a 12.0 cSt GII and add a little VII's to get a 14.6 cSt oil.
