From my experience, unless you are going for the 1000 yard+ shot, .223, ,22 PPC, .22-250, and 6MM BR are some of the best "all around" varmint cartridges. I do have a .17 Remington that for div>

Our gun laws are insane but oddly silencers are not a problem. All my rifles have them. This helps with the recoil.
Anyway the 25-06 is a pussycat when it comes to recoil. You a man or a mouse?
Friend of mine has a .17 Fireball and it is a hoot. Turns Rabbits and Corvids in to tiny pieces.
