No I think you misunderstood that bit.
I think he used JB Weld to build up behind the bearing so that the play was gone.
Or at least that is how I have read it.

Back in the depression and ww2 days they would add a thin metal shim behind the bearing to take up space as needed on engines with replacable bearings.
Tried that and the shoe leather as well. Did not work. When the two bearings spun, they did not spin evenly. My metal can attempt as well as the shoe leather would take up slack from the bottom, but it would crowd the sides and force the bearing to "pinch" the crankshaft. That's when I came up with the JB Weld idea as it would fill all spaces as it was pressed in.
