Applications show a bypass setting of around 21. Alternate filter available has a bypass setting of 30. Opinions?

since a filter is more than the bypass..
what are the actual filters?
Purolator filters. Other specs are the same.
2mm longer and 1mm larger diameter.

I rechecked and the bypass psi is actually 36. I looked at so many different filters I must have recalled the incorrect one. I am just trying to take advantage of the $3.50 clearance price at Advance Auto.

The bypass pressure means nothing in respect to oil pressure. It is based on differential pressure across the filter media.
In other words, if you have 30 psi going into the filter from the oil pump, and 0 (zero) pressure coming out, yes, it's going to bypass.
That is a good thing.

Is the alternate filter actually one that is specified for that engine?

A higher set filter bypass valve will keep the oil filter from bypassing easier, which is good. But a higher setting can also make the oil pump go into relief sooner or into relief farther which would cut back some oil flow to the oiling system. Still might not be enough oil flow cut-back to matter unless at high RPM and load. If the filter isn't clogged and the driver doesn't go crazy on the RPM until the oil gets pretty hot then a bit higher bypass valve shouldn't really be a concern.

I would advise against using a filter with a different bypass pressure other than what the manufacturer recommends. In your case a 36 psi vs 21 psi is nearly double of what the manufacturer put in place. You could be putting your engine at risk of oil starvation during cold starts and heavy acceleration. If you do decide to run it I'd keep my ears open for any metal on metal noises coming from your engine
