Allow ringtone/vibrate but only for certain people (android)

I need some Android help from somebody slightly more advanced than myself.

I need to set it up to where if my phone is muted, certain contacts can still set off the ringtone and make it vibrate.

I have it set up (or so I think) so if the ringtone is turned on, and do not disturb is also turned on, starred contacts should still make the ringtone go off and vibrate, but it's staying muted and not vibrating.

I can go into Settings ->Do Not Disturb -> and choose to allow starred (favorite people in phone contacts) to interrupt Do Not Disturb. Sounds like what you describe. This certainly works on my Android. Is the Ring Volume tuned up in the Sound Panel? With the persistent ring sound off I still get the vibration notification.

Mine vibrates even if the ring volume is turned down. Sometimes things stop working. Maybe reboot and check all pertinent settings again.

if dnd is on you leave the ring volume etc turned up.

Well... I'm stupid I had the CALL volume turned up but didn't even realize the slider below that was for the ringtone and notifications... That one was all the way down
