You're painting with a pretty broad brush. Some things with really short self diagnostics (like a temporarily missing cooling fan relay) are immediately pleased with resetting the battery. And the OP asked about airbags.

Right. Plus OBD2 is only POWERTRAIN (engine/trans) related, has nothing to do with airbags, abs, body systems, etc.
 
Yeah I have an OBD2 scanner and it wouldn't pick up the airbag code on my GM, I bet its the same with Ford.

You need Airbag functionality. The IDS can pull all B,C,P,U codes.

The airbag light on my 2004 civic was on. I took it to the dealer. They said it would be around $45 to diagnose it. Turns out some of the airbag system has an 8 year warranty(don't know if that's all cars, or just Honda). They replaced the driver side seat belt clasp(buckle ?)(the part that is bolted to the floor). It would have cost around $200. But I paid $0.
