Advice needed - Boilers and hot water heat.

I finally found some time to go spelunking in the room where this system is installed (and "spelunking" is the correct term).

After tracking all of the piping with the two boilers, I found two "Taco" brand flow control valves that I suspect are not working. They are hooked up to low voltage wiring, which leads back to a control box, and that wiring is hooked up to a relay. At that point, I stopped.

I would suspect that either the valves are stuck open, which is possible due to the age of the system, or they're just not getting a signal from the system to open when there's a call for heat, and to close when there isn't.

So, my next step is to locate a good local vendor who specializes in hot water systems, to do some troubleshooting. That may not be easy, since the vast majority of the systems installed locally are forced air. But there has to be someone out there who knows hot water systems well.
