Yep. Check your fuses.
Sounds (or lack of sound) like you need a fan speed resistor. Check the fuse first.
I am not real familiar with Toyota's but I would check at the fan to see if there is power and ground there when the fan switch is on high. Then remove the fan and apply 12 volts and ground to it or do it with the fan still installed and see that the fan still runs OK. If it works OK, then the blower motor resistor may be bad. You could probably find out a lot more on the resistor if you do a Google search for "Toyota Blower Motor Resistor". It's also a good idea to remove the fan (some call it a squirrel cage) and clean out any leaves or debris.
I have a Dodge Dakota and the blower motor resistor failure is a pretty common problem. It was also cheap (about $15.00 for a new part at the Dodge dealer) and very easy to fix. I swapped mine out in the parking lot at the dealer where I bought the new resistor. Hopefully your Toyota will be the same.

Sounds to me like it just got married...
The reason there is some flow at high speeds is that air is simply being forced through the system, which does not occur when the car is sitting or going slow.
So your interior fan is not working.
A very common cause for fans to puke is the connector frying, or the resistor pack frying.
It [they] are on the plastic /metal shrouding near the fan motor.
Easy fix - so check this area first.

Sounds like a bad ground or bad power feed to the blower motor. Or the electrical resistor for the blower fan needs replacement.
Does it work on High Speed OK? If not then it's a poor connection like a ground or power feed. If it works fine on high speed but no other then it's the resistor.
