Not in my experience. Vinylex leaves a very shiny finish. 303 is a lot less shiny.
 
I'm back on the 303 bandwagon. I used it for years on the Mazda engine bay. I tried other products and the 303 works very well. Leaves a nice matte finish that doesn't attract dirty or dust. The more you use the glossier it will look. There are other competitive products that rival 303 as well. I gave the new I wax a try and it attracted dust/dirty. The 303, like Polish Angel, leave a very slight sheen that is very smooth to the touch that will help repel dirt and dust.

On the exterior though, being water-based, it will wash away.
 
For interiors, I use Meguiars Interior Quik Detailer. It is not finicky like 303. Easy wipe off and smells nice.
