No, in actuality draining the oil from an engine does not remove everything. There is always some left over. I'd poor in 3 quarts, and then monitor with the dipstick for the remaining amount. You never want to overfill, since in many engines the excess oil can burn off, causing deposits.
 
Chances are you can just put in 4 qts. But first drain and fill with 3.5. Then check level (drive to hot and let sit half hour). If room put in the rest. See your manual as it may say a certain amount over the full mark is okay or normal after a change--my Ford manuals all do.

As far as consumption, if you have consumption, see if it worsens by having it a little higher. If not, then you are okay.
 
If you're changing both oil and filter just use four quarts. My Dakota calls for six quarts but since I use the over-size filter, I actually end up putting in six and a half to compensate for the extra filter capacity.
 
I would just put the 4 in and call it a day. It isn't going to hurt anything. I put 5 quarts in my mom's Malibu (3.1) that calls for 4.6, and it's perfectly fine. Almost 3,500 on this OCI with Havoline Synthetic so far, and it's barely dark.
 
I say the extra 3 oz won't be noticed either way so why have 1/10 of a qt sitting around? Dump in all 4. Just ask yourself WWTDD? (what would the dealer do?)

Most likely put in 4.5 quarts of something you didn't want.
 
I just put in 4 quarts and call it good. I have done it the other way and by the time I am done adding a little bit more then a little bit more their is only a 1/4 of an inch of oil lext in the bottom of the 4th quart. That little bit extra has never put me over so all is well.
 
I definitely wouldn't worry about 0.1 of a quart! My wife's Civic calls for only 3.6L of oil but I put in the entire contents of a 4.4L jug on the last oil change. Couldn't be bothered measuring out the extra, and I've run 4L in it for years with no issues so I figured I'd push it a little further and try 4.4. No problems here.

It shows about a half inch over the full "dot" on the dipstick on my wife's 2000 Civic.
