2022 Ram with 176 miles?!

I'm helping my brother look for a Ram pickup. He's interested in a '22-24 w/ the Hemi engine. I came across this 2022 RAM. The oddity of course is the low miles and that it's never been registered to an owner. The Carfax shows dealers touching it but no sale. In Aug 2023 it was listed for sale in NV and then nothing until now; listed at this dealer. I called the first dealer listed and he was able to look into some records. It was shown that it was "stolen and recovered", possibly at a port (can't say for sure) prior to being serviced by the first dealer. This partially makes sense but I can't figure the large amounts of time that passed with nothing happening with it.

The history is too weird to recommend to my brother but now I'm just so curious as to what happened to this thing. Any ideas or theories? This is just for fun, NOT for purchase.
 
First strike is it's at Bill Luke, that's enough to run. The stolen and recovered is also a big red flag, if that's what they're willing to admit to I'd hate to know what else happened to it.

The long period of time was probably processing and fighting over insurance payouts and repairs.

Yes, but this will not be purchased, so no worries on BL :) Makes sense to me on the payouts but around 3 years is crazy.
 
Honestly, that's the last thing I'd want in the desert southwest. An all black vehicle with black leather seats.

I had National try to give me a black convertible with black leather seats at the Phoenix airport, and I refused to take it.
