2015 Jeep GC Turbo Diesel HELP!

If there is metal present on the volume control valve, damage is done.

I’d try changing filters, put fresh fuel in and see what happens. If it runs decent, trade it in. If it doesn’t, you’ll have a difficult decision to make.

Assume the dealer drained the fuel/water separator. What did he find? If no drain then assume dealer drained fuel filter in a jar to look at it.

Either way you need to know diagnostic work the dealer has performed and what was found.

Not saying either way ripoff or not, but if you have a CP4 pump and dirty water got to it and grenaded the pump then $13K is not all that crazy for the proper repair. At least that's roughly the number for a Ford PSD that had the CP4 pump grenade.
 
That 2nd gen EcoD was notorious for spinning bearings. It's an Italian-made engine that initially spec'ed a 5w30 oil but FCA then changed that to 5w40 CK4 rated oil (and the CDJR dealers started using Rotella T6 for service) in order to get those engines thru the powertrain warranty.

I would've asked if there were any DTC/CEL trouble code(s) set, and if so, which ones. Misfueling happens, and sometimes they put the wrong stuff in the wrong tanks at the fill stations; been there done that and replaced an entire fuel injection system for about $15K once before. Luckily it was all covered by insurance under comprehensive.

Looking forward to finding out more, but fingers crossed they didn't spin a bearing or two...
