2003 Hyundai Elantra idle speed?

I just took my daughter's car for a couple of little test drives after replacing the head gasket, and it runs really well, but it idles at about 500 rpm. I'm thinking that that's a little bit low. What should the idle speed be?
 
Idle speed (RPM):

700 ± 100 (A/C OFF)
750 ± 100 (A/C ON)

Did you disconnect the battery and leave it for ~10 minutes to reset the computer?
 
The speed may come up with a little time.
Also clean the throttle body real nice and the idle air control valve.
Everything hooked up, BTW? No vacuum leaks? Lots of places to leak!
 
Are you using the tach or a scan tool to observe RPM? My tach reads 550-600 at idle, but the scan tool reads 7 and change...

edit: Car is 2001 Elantra.
