We'll that depends on who you ask. These additives form hard wax-like coatings that act as lubricants and exclude air. They do however take time to form so some coolants contain other additives like nitrite that protect immediately. I've seen many diesel engine parts with high hours that look like they are brand new. In my book this is a good thing.

These were diesel engines running Dex-Cool?

Yes diesels. It is a variation of Dex-Cool that contains nitrite.
