+1 go ahead and change the pcv and giver some MMO. a piston soak would probably help too. just pull the plugs and fill the cylinders with MMO and let it sit over night. crank it over with out the plugs in to blow it all out before you try to start it.
definitely sounds like stuck rings to me!
