1990 Buick tail lights stay on

The brake lights work with the key off. If it really is the tail lights stuck on, stepping on the brake should bring on additional light including the center brake light.
 
Opted to play golf today instead of fiddling with the previous century's Century.🏌️‍♂️ Appreciate everyone's input, triple checked at dusk and it is brake lights 🙄 but not the 3rd light (which is operational when pressing the brake pedal) This car stays at an out of town location so it's going to be a few weeks before I am able to put hands on it again. Plan on having a genuine GM brake light switch from RA for my next visit.

Keep following your diagram, it's probable that the power output from the brake switch splits off to the CHMSL along with off to the turn signal switch and hazard switch. So it seems like something's getting it at this point somewhere.

Just for grins, take your bulbs out, make sure they're the correct part number, they're in correctly, and there's no foreign objects or messed up connections in the sockets. You can get a "side feed" from the parking light circuit or elsewhere if the two pins (or elements) are shorted together in one of these bulbs.

Then you can pursue it from there!
