I can put an outlet in myself for this, safely, next to my garage sub panel for $30. Rather than going the $10,000 route. But an electrician should do it, with a permit and inspection.
A normal level 2 in public chargers delivers about 6.7 kw. A 20 amp 240 v circuit at home can safely deliver 3.8 kw. No fancy necessary.
