It has never been changed.

When am I supposed to change it?

How do I change it? Or should I just have dealer do it?

Are there any licensed DOT3 Brake Fluids that are better than the GM fluid?
(Or should I just stick with the OEM DOT3 Brake fluid?)

Any name brand DOT3 will work just fine, I personally like Valvoline, no need to spend the extra few bucks on GM stuff.

My sierra at 146k miles has original fluid and brakes, I keep waiting for the brakes to wear out so I can swap the fluid, we'll see.

I usually change out the fluid if its dark and due for a pad replacement.

Just gravity bleed the brakes, let each corner (start with rear) drain w/o pumping to prevent a angry ABS.

Any DOT3 or DOT4 fluid is great. Gunk, Prestone, Valvoline, Castrol... are easily found at most department and auto part stores.
