My Dad's is a 95 1/2 Tacoma. His came with a semi-flexable plastic washer. It went bad at about 120,000 miles and had to be replaced. I do not know what the 03 models come with. THe only time I have seen a washer less plug is if it has a built in bellow like seal. My 3.8 Lasaber has this design.
The gasket under the head of your oil drain plug has probably stuck to the pan. Feel a raised area on the pan where the plug heads contacts...that's the stuck-on gasket.
One Honda I service has to have a new gasket at each drain and fill...it's a 93 Civic..I bought a crap-laod of em...they are cheap insurance to doing the job right...and cost only a dime each..don't know about the Toyota...your owmers manual should tell you..or ask the dealer.
