    Yeah, it was a personal pace 6.5 hp model. The one I had was the same flathead engine you have there. If I remember correctly it's around 180-200cc. Only difference on mine was the back wheels were bigger. Everything else looks exactly the same.

    If you don't have an impact the top of the shaft should have a way to stick a box wrench on it or a small socket so you can turn the nut without spinning the shaft. But if you do have an impact do like rooflessVW said and zap it real quick.

    Probably the idle air control valve. Your Jeep has almost the same one my Dodge truck has with the 5.2 motor and the idle air control valve is always pretty whistly when it is cold.
