You think these brakes are shot?

Is this vehicle driver in the rust belt? Something is not working properly. Slide pins or sliding in the SS clips.

A good example of why brakes need to be cleaned and lub'ed on a yearly basis in rust belt states.
 
So far from I have seen, the indicator is on the outer shoe. His inner shoe is down to the backing plate.The outer still has lining left.
My first thought was whatever wear indicator that was supposed to be there, was in the wrong position as well (symetrical pads - someone installed them inside out) or the scraping noise was simply ignored. Those spring loops on the outboard pad look more like anti-rattle than a wear indicator(s).

Typically, wear indicators are always on the inboard pad, more important with a sliding caliper design. The inboard pad will always contact the rotor even if the caliper is frozen, which evidence appears to show.

Totally drivable because the rotors are physically separate from the hats…

I always figured you go until the pistons are forced out of the caliper bore. When the pedal goes to the floor you know it's time for brakes. Duh.
