It already was.
Regardless there had to be some kind of government bailout. No city worker should go unpaid,regardless whether the politicians screw it up.
Its sad that such a beautiful city will end up ashes,but from those ashes the city will be born anew.
Be a good time to buy up city blocks,could get them cheap,and eventually the property values will increase
