Would you consider a Retread (Recap) Tire?

I haven't seen passenger car retreads available for probably 40 years. With the cost of labor what it is, it's only really economical for big truck tires. A 195/60/R15 Douglas is $56 at Walmart. You would have to sell a retread for $45 max to have any chance of selling, so I doubt there is any money to be made.
I agree, i don't think there are any here in the USA. I ran some passenger car snow tire retreads in the 80's , studded. No issues, but they were driven low speed.

for example a 275/55r20 runs around $300
their tire is 160$

I dont have a farm truck, or an offroad toy.. but that is the only use besides commercial semi sized vehicles I would ever consider.

A large truck carcass is significantly different than a passenger car tire - both in construction and quality. Retread truck tires do fine is my understanding. The tire is essentially designed for that process.

But I would never buy a retread passenger / light truck tire.

Had Green Diamond remolds before and never had tread separation like a factory built Firestone

I said passenger CAR, not truck.

Plenty of new tires in that size and price.

There's a company in Tennessee which has abrasive tires in a few sizes.
The retread material has saw dust in it.
It's for orchard / farm vehicles where traction is needed without earth gouging
