Worn piston rings or valve seals?

I get smoke from the tailpipe when I rev up beyond 3500 RPM, and oil consumption was definitely increased over the last 3 weeks. There is no smoke on start up. OCI is 4000 miles with dino oil. Other than that, the engine runs smooth and gets good mileage. Car has 70,000 miles. I pulled the spark plugs and saw moist oil on piston number2, the other 3 were dry. Valve seals were replaced (generic brand, can't recall the exact brandname ) 3 years ago, though. So I believe it's the oil rings. Correct?
 
more probably PCV. make sure you can blow through it one way and not the other.
Something is wrong if you had to replace valve seals before 70000 miles.
 
Rings. Either worn or dirty so they can't move and work right.
A plugged PCV valve and inlet at the same can cause this, but sounds like rings right off the bat
 
What car and engine? How many miles? At what mileage did you get the valve seals changed? Has the car been routinely maintained? The more pertinent details help you get better answers.
 
pcv would not affect one cylinder only. It is a cylinder specific issue, since you have oil on #2 plug. Likely ring problem if valve seals were changed. any smoke on extended idling?

Right, plus the inlet would allow pressure relief if the PCV valve was plugged/faulty.
