I was just making a little joke/being a wise guyA missile launched from a jet begins with that jet’s speed and altitude.
The ultimate speed, and altitude, that the missile’s motor can provide is based on the starting point.
And the range at which it can hit a target, depends on the speed and altitude that it can achieve.
So, yes, launching an AIM-9 from a boat severely limits the range at which it can hit a target.
But the range is not zero in this case, a missile fired from the shoulder of a man is still lethal inside of a short range.

There’s been talk about why the Hoithis haven’t just been knocking down every drone. They have a limited supply of MANPADS and can’t just waste their coolant cartridges just in case.
Javelins are built into the missile. You can shoot low and slow flying helos with it but I don't think anybody's claimed one, yet.

Seen video of one in action. They're pretty short range, but they just fire going up and then fall down to their target. Supposedly works because tanks aren't generally as heavily armored on top. But certainly they're capable of climbing up into a somewhat low altitude (like typical helicopter elevation).
I was listening to a podcast and one of the guys holds the record for his base… 4500m with a javelin.Seen video of one in action.
