I know in california you can get nicked for lapsed registrations but haven't heard of that sort of thing here.
 
Lack of AC is miserable for winter and summer defrosting. Defrost is poor at best without AC removing the humidity.
 
Tina's current car is her first with A/C...not that big a deal. In the winter, running the defroster usually means she has the heat cranked up (she's always cold), which will dry the glass. She's still looking.
 
Does the AC even cycle in winter? I know the system kicks off below what, 40F? to prevent freezing. I'd think if ambient temps were below freezing to begin with the a/c system wouldn't even bother.

[Never tried, my VW does not automatically turn on a/c when defrost is selected, and in winter I'm more interested in heat!]

So? Use it as a negotiating point...take the cost of the tickets off the purchase price.

Car may end up very, very cheap!

Don't know, but probably either the State Police or DMV.
