Will California get small engines back?

I doubt it. If that law wasn't so publicized and impactful when it came out then I would say yes you will get them back. But because it's already widely known and adopted, the politicians won't pull that law back purely to save their own face and not look like I.D-ten-Ts.
 
CARB isn’t actually going away, messing with states rights would only result in non-compliance.

Also all the law is still there they just were told not to enforce it.

So yeah, sounds great as a talking point in a political add, in the real world no teeth in the nothing burger

My first thought was "will we get Diesel's with out DEF?" I'd like to see solid $99 2 stroke leaf blowers like my Hitachi again..

Nope as opposed to meeting XYZ emissions targets def and scr are required unilaterally by law with no real connection to the emissions target.

So still illegal they just don’t enforce

My guess is depending on who is making more money and who is lobbying. Power tool companies selling more chargers and batteries may have less incentive in rolling back. You probably will need some industrial maintenance companies bottom line hurt to roll back anything.

I don't know about you, but many people in HOA would likely not want to hear loud mower and smell of 2 strokes, and would rather pay $5 extra per month just to ask for people to use quieter and less smelly tools (they may be working from home and the noise is getting into their meetings).

There are numerous studies on how bad those things are.
I just don;t get this need to use something like that if there is better replacement. Leaf blower etc.
I know that in snow blowers, regular engines are still much better, but then, they are, in majority cases 4-stroke.
 
One of the first projects with my new TIG welder was gutting the cat out of my newer Echo leaf blower and welding a plate back on the muffler to cover the hole. Echo doesn't use the newer style of "Strato charged" two strokes. Where they have a dual throat carb. One throat is air/fuel mix and the other is air. These generally don't require a catalytic converter and is a reason why generally Echo branded two strokes run really well, that is until the Cat in the muff wears out.

That little Echo PB2520 model blower is STOUT even with the cat and I recommend it to to anyone wanting a small leaf blower for a decent price. Even if you never gut the cat. I have a couple hundred hours on mine and wanted to preserve the performance.

Another good thing about Echo being a traditional non "strato charged" two stroke is they are super easy to work on and do a carb rebuild on. I can rebuild the carb on it for $5 and in 15 min.

Its not really. Its a complex legal thing, but my understanding is your state has simply withdrawn their request for a waiver to enforce the Zero Emission stuff on fleets, because they figure it would likely be rejected. I presume there waiting for a friendlier boss to approve the request at some future date.

I believe that since the small engine waiver was already granted, its still the law of the land. I am unsure how waiver would be revoked, but no doubt it would involve courts and appeals.

If you have data that contradicts this please send to me - PM if you don't want to post it. I am interested purely for academic reasons and application of the law.

I doubt much will change because it never does and if the forbidden topic repeats itself as it always does, it won't. It will just have another name. The people that make the most noise don't have the power and the people with the power don't care what they think.
 
CARB is a creation of the California State legislature so it's not going away until California decides to get rid of it. What's changing is that California is losing its exemptions from the EPA to have standards that are different than the federal ones. We don't know yet if California is losing all of its air/smog exemptions or only some of them. What will probably happen is that car makers will only have one standard for emissions for the whole United States.

What's probably not going away are the smog checks, and don't underestimate California's ability to find new ways to be over the top about things.
