Wife using rolling seat around planting beds - is that allowed?

I’d be happy if my wife wanted to use mine. BUT, I don’t have any materials or tools stored in it. I have been unhappy in the past when tools were regularly borrowed and never put back. It came to a reasonably calm head when she needed something fixed and I got frustrated and finally went in and said, “I would like to fix the thing. I cannot find the following tools, and don’t have the time to find them and do the thing,” and looked at her. It wasn’t a fight and was a moment of understanding. She never took them again like that, and since then asks me if I can get a a tool that does X, and then gives it back to me. This works.

That is very diplomatic. I used just go to the store and buy a new tool, after which she fetched the one she took and asked why i needed a duplicate. I responded by asking if she wanted me to spend the day doing the job or looking for missing tools.

After a few times she quit taking them!
 
You can get her an Ikea step stool that is light and won't move around anyways. About sinking it into the dirt or lawn, I usually just put a few pieces of scrap plywood and it is all good.
 
Someone is fortunate.
I'm going to have to hire someone to tend ours or put in sod all the way to the house. I prefer sod and NO flower beds.

@RyanY - thank you. I can’t take the credit. Marriage counseling, her willingness to participate, spiritual help, and realizing in my second marriage that *I* brought all of my problems with me for a dose of humble pie, get all the credit. And I’ll say it again, marriage counseling. And her willingness.
