Why do some tires flat spot?

And does that attribute cause the tire to be better or worse than one that does not flat spot?
 
All tires flat spot, but some way more than others.

The thing that contributes most to flatspotting is the use of nylon. But nylon cord has this wonderful property of shrinking when heated, making it very useful in restricting growth due to centrifugal forces.

So you will find that higher speed rated tires more prone to flatspotting because they use more nylon.
 
"better or worse" is in the eye of beholder.

If all your trips are (very) short and tire has no chance to warm up then it will be more annoying than to somebody who drives longer distance and it goes away before they even hit it the highway.

Only less expensive tires use nylon to achieve a higher speed rating, exactly due to this issue. Better quality tires will use aramid fibers. I won't buy tires that have a nylon belt.
 
I had a set of Goodyear Workhorse on the F350 that rode like bias ply on a cold morning! It was 5 or 6 miles before they stopped thumping from being flatspotted.
 
You guys don't know flat spotting until you take your Jeep out on the road in winter after not driving it for a month with 38" Super Swamper bias.
