Both Adobe InDesign and MS Publisher will save files in PDF format.

Scribus is the open source desktop publisher program. It doesn't convert PUB files. You'll need to install either the MS Publisher viewer then export the file to Word format, then import it into OpenOffice, or install the full-blown trial version of MS Publisher.

I have publisher 2003, though I use it rarely. I'd have to determine what file extension options were available. Of which of course that will work for you if you need to edit the file.
