Some recommend this. Online? Or (expensive?) dealer parts departments?
Is there manufacturer/distributor for this?

You can only get it at dealers. Some of them have websites, but shipping often makes it unreasonably expensive.

Call around to dealers near you. You may find one that will sell you a case at a discount. If not, you can get jugs of other 0w-20 varieties at WM for $4 - $5 per quart.

Not the same manufacturer. TGMO is made by ExxonMobil, Mazda oil is made by Idemitsu.

Some Toyota/Lexus online have TGMO 0W20 at around $5.xx. Call a few dealers around to see if they will give more discount if you buy a case(12 quarts) or 2.

It's tough to get a deal on TGMO. Ebay sellers for $60 to $70 for a case every now and then but shipping kills it unless you can pick up locally (no shipping in that case).

Best I could get was $5.79/qt for 2 cases as a "one-time consideration, will not honor it again" deal from a local dealership. Anyway between those 24 quarts and one more free oil change from the dealer, I am good for another 6-7 oil changes which should be about 60K to 70k miles

Toyota does not spec' the obsolete 10W-30 grade.
TGMO 0W-20 is back spec'd for your '97 Camry.
If your engine is in good condition with no significant oil consumption it would be an ideal oil choice for your car assuming you can get it for a reasonable price. If you are curious about this oil try it.

Most who have can notice an increase in performance and fuel economy. A member is running it with good results in his '85 Corolla:

At the very least, instead of a 10W-30 I'd suggest running any cheap API 5W-20 bought on sale.

Toyota SHOULD supply a 10W-30 - lots of old Camry's spec it that are still on the road.

My dad used to have a 1989 Tercel, it called for 10W-30, and he used to get Toyota 10W-30 for it from the dealer.

Yes but what is the point when a SN 5W-30 is more shear stable than a 10W-30 of 25 plus years ago? Heck, I wouldn't be surprised if a SN 5W-20 is no lighter after 5,000 miles than some 10W-30s from the 80s and earlier.

10w-30s already take up an inordinate amount of valuable shelf space at enough retailers already, without the dealers stocking a bunch, too.
