Year make and model? A 2020 Chevy truck might be worth putting some $$$ into. If it is a 2001 Kia....maybe not so much.
Either way a new replacement fender is going to be less than the cost for a repair section and some professional to cut out the old rust, cut up and customize a repair panel to fit, weld, metal work, bondo, sand, paint match, etc.
New fender...squirt it with the factory color code...reinstall...done. Bring the fender to a pro and have them spray it or buy the factory match paint in an aerosol can and do it yourself. Depends on how close to OEM quality you want it to look.
Or find the same color fender from a junkyard and install it yourself or have any qualified mechanic do it. You won't need a body shop for a fender install.
