Remember you want to invest the ca$h and can't blow the money on fancy boats, cars, Harley-Davidson, women, toys ....etc.
 
Unemployment benefits are supposed to yield a multiplier of 1.6 the amount spent. So I want to know how I can invest in that!

I realize that was tongue-in-cheek.

But the way you realize this sort of gain is to hire them and sell the fruit of their labors. I.E. provide a service, etc. Car wash, lawn service. Preferably something low capital cost.

But even 1.6x return is going to be tough. What that multiplier fails to take into consideration is the cost to collect the taxes and distribute the money. I suspect by the time those costs are figured in, it's closer to 1/2. I.E. for every $1 spent on unemployment benefits, you get $0.80 of multiplier. In other words, $0.20 gets lost somewhere, LOL.

Only if they spend the money buying from only you, or among themselves.

If they buy from your neighbor, you will make even more money because they have more money in their pocket to spend on more purchases from your neighbor, so that would increase the multiplier from 1.6x to an even higher number due to the efficiency gain.

Wait a minute...
