Well ive got a plymouth voyager 1997 (3.0 l) with 115000 km (about 71000miles).

i do 5000km oci (3000miles) conventional oil (5w30)
the van uses about 1-2 quart in 5000 km and the engine whines, its just how the car sounds, alot of that gen caravans and voyagers sound the same.

is 5w30 a good choice for this motor? or would 5w40 (ie:rotella)be better?

or do i just need to replace pcv valve
 
Why don't you split the difference and try a 0w30 such as Esso XD-3 0W30 Full Synthetic which can be purchased for under $4/quart these days, a couple more dollars than an oilchange with cheap conventional 5w30 oil?

If the 0w30 helps significantly, then there might be some merits to going to a 40-weight, but I really can't imagine it being necessary on such a new engine, and would probably push fuel consumption up.
