Understand that the zinc, bound in a zinc phosphate compound, is not THE ingredient for a robust oil. Oils are a combination of ingredients. The ZDDP compound is just the cheapest highly effective antiwear and antioxidant agent. Reduced zinc levels plus other ingredients do a fine job. Some old engines, especially if they have especially high pressure on the valve train parts due to high performance parts substitutions, require more antiwear and antiscuffing agents than modern oils, but this is very few engines, and probably no modern engines.
The lowest cost way to get a very robust oil that is also high zinc is to use one of the 10w30 or 5W-40 dual-rated diesel & gasoline engine oils. Buy whichever you find first...they're all very good.
