What is This on my 02 4Runner?

This part came loose and starting rattling in my engine bay. When I pick it up, it pulses.

Is it ok to leave it strapped with the black tie strap or do I need to get a new one?

I looks like the rubber has split. Let me get you another pic to make sure I am giving you accurate info.
 
Okay I see a picture of it. You can mouse it or replace it. You may get some noise from it the way it is but it still works.

There is a piece of this rubber still attached to the bracket. I very thin piece. It looks like the rubber piece split.

What does this part do?
 
I just got new Toyota struts and Toyota shocks and 2 sway bar links and Toyota wires (mine were from 1998) and Denso plugs and a new valve cover and a new Toyota AC pulley and belt. I heart this rattle on the way home and thought the strut wasn't tight. It was just this "vapor canister purge valve" bouncing on the inside fender well.

This thing runs and rides almost like a new one...

I had gotten used to a bad driving experience.

I am so happy!
 
As an aside, I filled it up today and drove about 60 more miles and when I got home I smelled gas and hear noises from my gas cap. I released the cap and screwed it back on and the noises went away. Any possible connection the the broke valve?
 
It pulls a vacuum in your gas tank to keep vapors from escaping. If there is a split, it can pull unfiltered air into your engine through the intake manifold.
 
If that were happening, wouldn't my engine run like crap?
 
If the leak is big enough. Small probably doesn't affect drivability, but may contaminate the engine/oil over time.
