What is proper use of : Chevron 67740-CASE Techron Concentrate Plus Fuel Cleaner ?

Dump it in when you fill up and run it, don't overthink it! I don't think it makes a difference if it is before or after and oil change unless you have a really dirty system.
 
Use as directed on the label. It is formulated as directed. I believe… 1 oz Techron per each gallon of fuel(gasoline) that your tank holds. No more than one full dosage per oil change(preferably just prior to an oil change) as it does dilute or contaminate the oil during cold start-ups.

If you’re buying 12 oz bottles of Techron and you have an 18 gallon tank, you’ll need to add 18 oz.
 
I've used the stuff at the suggested dosage of 1 ounce per gallon of fuel, for years.
1) Use it before a stint of local driving as it works on injector nozzles after shutdown.
2) Using it immediately before an oil change is something I just recently learned, so that's what I do now.
3) Techron is credited with having restored a balky fuel gauge or two by freeing up stuck fuel level floats or cleaning the involved electronics....magic!
4) The 20 oz. 6-pack in the Amazon link is by far the most economical per ounce. It matches brick & mortar 2 for 1 deals when offered on the 20 ounce size. Most times the Techron sales involve the 12 oz. bottles only.
