Well since he moved his residence to Texas he will only pay capital gains at the Federal level.

My guess he's going to buy a freightliner , convert it into a big camper and travel North America

I remember CA usually tries to shake people down for this so most likely he still has to pay CA capital gain up to the day he left, not the day he vest or sold.
