What does “ish” mean when it comes to time?

When we are planning on going somewhere by ourselves, we'll set a departure time of "ish", but that usually means within ten minutes or so of that time and involves only the two of us.
When you are meeting someone, then you should be prompt and you should let them know if you'll be running late due to an accident, worse than expected traffic or whatever.
If I am expecting someone at a given time, I'll give them fifteen minutes and then try to call them. If I can't get them or they don't reply with maybe five minutes of that, I'm gone.
There are times when you are at the mercy of a third party, like when you're awaiting a delivery requiring a signature.
The delivery window given by any package carrier is generous (to them) at best.
 
If I have an appointment at say 8:00, I'm there no later than 7:50. Always have been, with the exception of one time there was a pileup on Freeway, which delayed my arrival. But I was on the phone letting the other party know I was stuck in traffic, and had to reschedule.

People who are perpetually late are a hassle to deal with. Fortunately my family shares my sentiment. When I owned a business if someone (employee, supplier, etc) was always late, I'd simply say it's not working out and cut ties.

Time is one of the most valuable commodities. Don't waste my time.

Depends on the culture I think.

Swiss, Korean, and Japanese: 9ish means 8:59 and before.
Chinese: probably before 9:30
California: probably before 9:10
Latin America: probably before 11:59
India: probably before the next day
South East Asia: probably before 3pm

Me: probably before 10am.
I'll add in that we sometimes say "She's on Thailand Time". Meaning she hasn't even left yet.

Many just refuse to give a flock about your time.
I look at it much like red light runners. They are really saying my time is more important than yours and I care not one bit about your safety.
 
My family lives on ish time. When they say noon that means like 1PM. I hate it as I’m punctual. Not sure why. I was like that before the military even. After about 30 minutes I’m going to start eating without you and/or move on with my day.
 
I was raised that if you're early, you're on time
If I agree to a meeting with another person, and I show up at the agreed upon time, only to be considered late for the meeting, I do both myself and that person a favor by never dealing with them again.
