Walmart online oil purchase has oil fees?

I made an order from Walmart.com last night with a few hundred dollars of misc items.
In the breakdown at the end of the cart was something I have never seen before. A 5 cent charge for "Estimated regulatory fees & taxes" and when you click on it, it says "oil fee" $0.05
I ordered two 5 quart jugs of Mobil 1 15w50 in this order so I assume they charge a fee when you purchase oil now.
Is that new? I have never seen that before, what gives?
 
Confirmed. Except mine is $.10......

1) A trial balloon to see if customers notice? The price being planned to go up from 5 cents.
2) Payment into a standing, in-house "clean-up fund" to mop spills throughout the handling process (they'll say)?
3) "Fees and other taxes for certain products" is vague. Is there a tax or isn't there? If there's a fee, what is it?

My money's on #1.
 
Two days ago I purchased oil from Walmart and there were no additional fees on my invoice..
Possibly state specific? Also could be the retailer as my oil was Walmart not one of the other companies that sell through their site. Who knows.
 
We have been paying "recycling" fees on oil for years. Added to your bill at checkout. Not just oil, all kinds of reclycleable items including individual use water bottles. They hit you with a deposit you get back ($0.10/bottle) if you return the empties + a recycling fee of $0.03/bottle. A 40 pack of water bottles from costco is around $4.50. When you hit the register it's $4.50 + $4.00 + $1.20 for an outlay of $9.70 by the time you walk out.

There's an oil fee in Hawaii. Supposed to help pay for oil spill response says the tree huggers. Instead I've seen the state use it to balance the budget.
 
I actually had an argument with them in TN about this, there is a state statute that any one who installs oil must charge a recycling fee (it isn't much - like .05 or .10) and i argue if they sell it to me they aren't installing it. I didn't get far and had already make quite a scene so i figured i'd just let it go.

I do however always take it back to walmart now and make them take it no matter how inconvenient it is for them. "oh the only guy with a key is at lunch can you come back" "nope, you charged me for the service, here's the nasty oil i want my pan back now you figure it out" I intend to make that the most expensive .05 service they ever sold every time. I'll even stop the guy in the pit form working to get it dumped. :devilish:

But yeah, it is state specific.
