Walmart is locking up underwear now

In 20 years all reasonable stores will likely turn into a club store like Costco to avoid thieves if they want to keep self checkout, or they have to lock up a significant amount of inventories.
Or use the model that Service Merchandise used - display items for browsing (most of them anyway) and then place an order at checkout or use "Silent Sam" and wait for your items to come down the conveyor belt in the middle of the store.

Doesn’t stop theft of the display models, although I’ve heard of nonfunctional shells as display models.
 
The places that tend to have low theft are also honor/shame based societies. In the US, most people who steal could care less about what anybody thinks or says about them as long as you're not "disrespecting" them to their face.

I still remember filling out their "tickets" for the stuff you wanted and then waiting for it to come down that conveyor !
 
In Brazil, if you visit an auto parts store, even for a liter of oil, you walk up to a counter. Sales guy takes your order, then you pay. Then item is passed through window up to the sales desk. Nothing is available for you to see or for any "hands on" shopping.
 
I talked with a couple who visited the Middle East back in the 1980s. I forget which country they said they visited, but one of them forgot their expensive camera in a little village square next to a well where everybody came on a daily basis. They came through about a week later on their way back the camera was still there unmolested, except someone had covered it with plastic to protect it.
I believe its like that in Romania 🇷🇴 too. I seen here in North America were gangs leave certain things above the petrol pump ⛽, and people who remove those items or alter their positioning usually get a visit and that's if it's on a good day as they're trying to do an illegal sale or purchase and that's what they use to find if they have buyers and sellers a specific product

Too much overhead cost in labor. Also wouldn't work with perishable items.

Honor and shame based don't work unless you have a small community or some sort of criminal organization to do things the government wouldn't do officially. Or citizens bully the odd ones standing out.
 
The question would be; what happens to someone who attempts to steal? Here, you'll probably get a slap on the wrist.
In some countries, your hand may be removed at the wrist. Where would you rather be a thief?
If that. I had thousands stolen in tools and the S.O. wouldn't even come out to my property. They took a report over the phone and that was it. This is a small Colorado county -- they're not backed up with mass murder cases. They just don't care.

The message is clear: go on a robbery spree and the odds of ANYTHING happening to you (from law enforcement) are extremely low. They're certainly not going to actively pursue you, so unless they stumble upon you in a traffic stop or some other incidental, you're good. You could just spend your entire life taking what you want from others.
 
The typical cost of enforce property thieve cases are pretty high and therefore in the end most end up not prosecuted. This is not just in the US but all over the world.

This is why shops don't open in certain neighborhoods and everyone even the honest one there suffers.

I worked in Romania - they are solid folks - but there are Gypsies from here and there that you best keep an eye on …
 
When I worked at Target , they spent more resources on watching employees than customers. At least where I was , employee theft was a bigger problem than customer thefts.
Opposite sides of the country, not sure if that matters.
I would have heard if any team members were thieves.
I expect all team members were well informed about in-store security. Many cameras, hard to miss.
The surveilance crew was common knowledge.
I only worked there over one xmas.
 
It's not a WM problem, it's a California problem, they allowed things deteriorate to this point, and it's not gonna get better with full on financial crisis just a month ahead of us.
