USA laws on this are silly. If you choose to do business in a country you must do it in the customary manner.
Before someone says "but it was against the law in Mexico", laws dont matter if they are not enforced. For instance I violated the law tonight by driving a motor vehicle without having someone proceeding me swinging a lantern to give warning. I dont feel the least bit guilty.
If you refuse to do business in the customary manner you get "locked out" of business even if you are technically in the right.
Well the thing is it is illegal in this country for Walmart to bribe in Mexico and illegal in Mexico, but I imagine it still happens in Mexico. It's just the extent and vastness of the bribery in the pursuit of market domination that makes it bad. Then the covering it up. Then the hypocrisy, as Walmart expousing ethics then engages in this. I guess you don't get to be the biggest by being ethical or even always legal. So no I'm not really surprised.

My point was simply that if you choose to do business in a country you have to play by their rules. The fact that the customary gratuities were paid to get permits does not surprise me.
If that goes against your moral code then you shouldnt be their.
You may have a moral objection to adultery but if you do you dont go places where you would have to insult your host by refusing his wife for the night.
It's a morally corrupt company and they are willing to do whatever it takes to estabish and maintain market dominance. This shouldn't be a surprise to anyone.
I suspect that Mexico isn't the only country that Wal-Mart has infested that bribes paved the way for the infestation.

It is the reason why there is a Pepsi plant in my hometown and not in the next town a few hundred yard away. It is the reason why the San Francisco 49ers will no longer be from San Francisco.
Bribes, kickbacks, and payoffs are all common in the US, and I am sure they are also common in Canada, Australia, and Europe. I am sure the Pope has bribed and been bribed. It isn't always about money. There was a movie with Rodney Dangerfield (Back to School?) where he talks about bribes and payoffs.
The point most of you are missing is Walmart internal investigators learned about the bribes and knowing that they are illegal, recommended a further investigation. It was senior management that ordered not to investigate and bury the story. I guess the Walton kids need more billions.

I'd consider the very framework of our political system/political fundraising to be legal bribery. It's as common as the world's oldest profession.
When Tony was in business he had a contract Acros - Whirlpool Planta Interlav to install a modification on their apartment size washer. The parts were being shipped from Mexico to us. The truck driver was stopped on the border because he had not been given enough money to bribe the guards so he could enter the US. The driver had to wait 2 days for someone to bring the cash for the bribe. Bribery is a common way of doing business in Mexico. If you want to do business in Mexico you have to factor in the bribes as a part of your expenses.
