As I recall, that was an actor hired as a spokesman for some info video, and he was asked to simply ramble on so they could set audio and video quality levels while he spoke. So he simply winged it!

Apparently the Turboencabulator has an extensive history. It seems to have been developed at the end of WW2, it's been featured by Time magazine and "made" by General Electric. The Turboencabulator even has it's own Wikipedia page. You can find anything on the Internet!
