That sounds like a contradiction. Women are still being trafficked and the crime is well organized.

"The government had considered making brothels an exception on moral grounds, but decided that it would be too difficult to distinguish them from bars." WHAT!? How can you not distinguish a brothel from a bar? Are German barmaids really that "full service"?

Original link was 2005...didn't check. wiki reckons the agency apologised. Seen some mothers dealing with authorities downunder, and the story struck true.

Shoot, I took it hook, line and sinker! I guess I shouldn't feel so bad, since it's still on The Telegraphs web site, I guess they got fooled too. The lesson for today is: Trust, but verify. Then verify again.
