Not sure which one better, second has metal clips stuck in the metal louvers

You should take those back and exchange for them the new Mobil 1 filters, if in fact your WM carries the new Mobil 1 filters. I wouldn’t use those.
this is exactly what plan to do....
never ever FRAM for me

bought also two weeks ago a FRAM engine air filter with a lot area covered of the filter with orange overfilled rubber
 
Top one looks bad , bottom one might be ok. Anyway they are from 2023. The recent ones from Fram, Purolator, and Bosch I have bought have decent louvers, excellent even. They are later 2024 date codes except the Bosch. I don’t know the date code translation for Bosch.
Take the flashlight to Walmart.
Metal “chips” in the louvers? That’s no good.

As much as I was (past tense) a fan of XGs and spin-on filters, it makes my happy that several of my vehicles now (2GR-FE; 2GR-FKS) take cartridge elements.
In a cartridge design, the ONLY job the filter is asked to do, is "filter". There are far fewer concerns about construction elements being poorly done, and I can inspect the filter media BEFORE installation.
