I called NAPA and they cannot not turn the rotor hub assembly. Can any machine do it off the vehicle. One shop said they could do it on the vehicle then when I called back for more details they said only off the vehicle.

So do they have machines that can do it off the vehicle?

The pickup.

NAPA and this shop I called said only slip-on rotors.

Hmm, looked at a picture of the rotor and maybe they are just concerned with damaging the ABS reluctor ring. They might not have the adaptors for that one. By chance did you bring it there and they measure it? They might be under minimum machining.

When doing a rotor like this does one need to remove all the bearings and seals from the hub to make sure none of the metal from the turning gets onto the bearings?

You'll need to remove the bearings and seal so that it can properly be mounted on the brake lathe. Not getting any shavings in the bearings is just an added benefit.

Clean out the hub well and repack the bearings and install a new seal after it's turned.
